These are supplied as a 2 part system the base with riser and the 4 way Top Fixture. This method facilitates the installation of the riser flashing without interference of the top fixture. My pups love these! These are super hard to find in the store, especially in a two pack and this size. My little Shitzu has had one since she was tiny and it is kind of an emotional support thing for her and when she lost it she was so sad that it was awful.
